Rep. Lincoln Diaz-Balart has held the heavily Cuban 21st district since 1992, generally running unopposed or against only token Democratic opposition. But Democrats argue that younger Cuban Americans aren't voting nearly as Republican as older generations, and that the Cuban vote is more up for grabs than it has been in the past. And they recruited a strong candidate to challenge Diaz-Balart in Raul Martinez, the well-known mayor of Hialeah, the district's largest city. Martinez outraised the incumbent by $127K in the second quarter, and only has about a 5:4 Cash on Hand disadvantage, not bad at all considering there's still over 3 months to go.
